This is the fourth study of CSIS's China Innovation Policy Series (CIPS), a joint project of the Freeman Chair in China Studies and the Technology Policy Program to better understand Chinese innovation policy, the actual performance record of Chinese innovation efforts, as well as the implications for various industries, China’s trading partners, and the global economy.

Although China has created a successful airline industry and other elements of the aviation sector, its efforts in aircraft manufacturing have been more troublesome. Building a domestic Chinese commercial airliner has long been a goal pursued with intense vigor, yet progress has been far slower than expected and there is no consensus about the likelihood of success in the near future. To understand these issues, Deputy Director of the Freeman Chair in China Studies Scott Kennedy analyzed the sources of this turbulent sector and then explained the implications China’s challenges have for the global aircraft sector. He then moderated a panel discussion with leading experts from industry and academia on a range of issues about China and the industry more generally, featuring Douglas Harned of Sanford C. Bernstein & Company, Susan Ying of Ampaire, and Todd Siena of Block Aero Technologies.

We gratefully acknowledge the generous support of our partners: Microsoft Corporation, the General Electric Foundation, the United States Chamber of Commerce, the Semiconductor Industry Association, and the Japan External Trade Organization (JETRO).
